release 1.0.21 of cvsd

Release 1.0.21 has just been made available which is a little more
strict in handling bind() errors which  was made possible due to the
IPv6-related changes in the 1.0.20 release. This is a quick fix mainly
targeted for the upcoming Debian stable release.

A summary of the changes since 1.0.20:
* handle failure to bind() as a fatal error now
