release 1.0.23 of cvsd

Release 1.0.23 of cvsd has just been made available which includes a few
small improvements. It is basically a maintenance update for the 1.0
series.

A summary of the changes since 1.0.22:
* have cvsd-buildroot look in all multiarch subdirectories of /lib for
  NSS libraries
* portability improvement by Eric Schnoebelen
* Debian packaging updates
