release 0.7.19 of nss-pam-ldapd

This is an update for the 0.7 series that includes fixes for a few
issues. The changes should be minimal and have mostly been available in
the 0.8 branch for some time.

From this point on, the 0.7 series will only get updates for serious
(security) issues. Users are encouraged to upgrade the the more
up-to-date 0.8 or 0.9 series.

A summary of the changes since 0.7.18:
* use the more portable EBADF instead of EBADFD (thanks Steven
  Chamberlain)
* fix buffer overflow on interrupted read that is hard to
  trigger (thanks John Sullivan)
* extra sanity check to ensure not too many file descriptors
  are open
