release 0.3 of python-pskc

Release 0.3 of python-pskc, a Python module to parse and extract
information from PSKC files, has just been made available.

This is an updated release that includes basic support for writing PSKC
files, fixes an issue with XML namespaces in PBKDF2 parameters and adds
support for Python 3. The documentation was also update and a
sample pskc2csv script was also included.

If you have a PSKC file that is not correctly handled by this library,
please provide a sample file that demonstrates the issue and support
will be implemented on a best-effort basis. Patches for other issues
and features are also welcome.
