release 0.4 of python-pskc

Release 0.4 of python-pskc, a Python module for handling PSKC files,
has just been made available.

This is an updated release that includes support for writing encrypted
PSKC files, should support most common PSKC formats, adds more checks
to the policy information and adds more tests. The documentation
includes documentation on how encryption can be configured and the
pskc2csv script now has support for reading secrets from files.

If you have a PSKC file that is not correctly handled by this library,
please provide a sample file that demonstrates the issue and support
will be implemented on a best-effort basis. Patches for other issues
and features are also welcome.
