release 0.1 of python-stdnum

The first release (0.1) of python-stdnum has just been made available.
The purpose of the Python library is to provide a common interface to
handle different standardised number formats.
Currently this module supports the following formats:
- ISBN (International Standard Book Number)
- ISSN (International Standard Serial Number)
- BSN (Burgerservicenummer, the Dutch national identification number)
