release 0.8 of python-stdnum

Release 0.8 of python-stdnum has just been made available.

This release only includes one new number format (NRIC No., the
Malaysian National Registration Identity Card Number) but includes a
number of internal and API improvements.

The software and related information can be found at:

Also, a trac instance is available with tickets and a wiki. Users are
encouraged to request new number formats through creating tickets:
  http://arthurdejong.org/trac/python-stdnum/

Development of the library is still ongoing and contributions and
suggestions are more than welcome.
