release 0.9 of python-stdnum

Release 0.9 of python-stdnum has just been made available.

This release includes a few new number formats (Brin number, Postcode,
ATIN, EIN, ITIN, PTIN and TIN) and some fixes to the scripts to update
the data files for stdnum. It also contains contributed proxy support in
the check_vies() function.
