release 1.15 of python-stdnum

Release 1.15 of python-stdnum has been made available.

This release includes a few new number formats (Romanian CUI,
Liechtenstein PEID, Ukrainian ЄДРПОУ and Ukrainian РНОКПП) and includes
fixes and improvements for the EU VAT number, the Romanian VAT number,
the Belgian VAT number, the Australian VAT number and the module for
internation VAT numbers.
