release 1.19 of python-stdnum

Release 1.19 of python-stdnum has been made available.

This release includes a few new number formats (Egyptian tax number,
Spanish postal code, Guinea tax number,Belgian BIS number, Slovenian
Corporate Registration Number and European VAT on e-Commerce number).
This also includes a number of fixes and improvements in existing
formats.
