release 2.2 of python-stdnum

Release 2.2 of python-stdnum has been made available.

This release includes a few new number formats (Azerbaijan tax number,
Belgian OGM-VCS, Leitweg-ID, European Excise Number, French Excise
Number, French trade registration number, Mozambique tax number and
Senegal tax number) and contains a number of fixes to existing formats.

Development of the library is ongoing and contributions and suggestions
