release 0.14 of svn2cl

Release 0.14 of svn2cl, a tool to generate GNU-style ChangeLog from a
subversion repository log, has been made available. This long overdue
release fixes a few minor issues.

A summary of the changes since 0.13:
* fix a bug in the handling of the --ticket-link option (thanks Gaute
  Lote)
* expose the --ticket-prefix option in the shell script wrapper (thanks
  Gaute Lote)

Note that since version 1.7, Subversion has stopped shipping the contrib
directory which, among other things, contained svn2cl.
