Patch - setup.py and MAX_DEPTH command line option

Hi Arthur. This patch:

1) adds a command line option for the MAX_DEPTH configuration (--levels)

2) adds a setup.py file - now people can install webcheck with just 
easy_install :)

3) allows MAX_DEPTH to be zero - for checking a list of pages
