This is the output I get when testing the cvs:

root@merv-server:/home/bevs# cvs -d :pserver:anonymous@localhost:/androide 
checkout .
Fatal error, aborting.
cvsd: no such system user

Most of the time, this means that, in the chroot jail, the cvsd user cannot be 
found.

Can you include the output of cvsd-buginfo?
