announcing python-pskc

This is a quick note to announce python-pskc, a module for handling PSKC
(Portable Symmetric Key Container) files as defined in RFC6030.

The initial goal is to be able to extract keys so they can be used in a
OTP authentication environment.

Development has started and is ongoing while basic functionality is in
place to handle common files. Supporting more crypto algorithms,
signature checking and writing PSKC files may be implemented in the
future.
