release 0.1 of python-skc

Release 0.1 of python-pskc, a Python module to parse and extract
information from PSKC files, has just been made available.

This is an initial release that includes the core functionality for
parsing most common PSKC files. Development is ongoing and among the
things to improve are error handling, signature checking and Python 3
support.

If you have a PSKC file that is not correctly handled by this library,
please provide a sample file that demonstrates the issue and support
will be implemented on a best-effort basis. Patches for other issues and
features are also welcome.
