release 1.3 of python-stdnum

Release 1.3 of python-stdnum has just been made available.

This release does not include new formats but fixes a few bugs related
to the ISO 6346 check digit calculation (thanks Ronald Paloschi) and
VIES SOAP calls (thanks Lionel Elie Mamane).

Development of the library is ongoing and contributions and suggestions
are more than welcome. Please direct questions, comments, additions,
suggestions, etc to the mailing list:
  python-stdnum-users@lists.arthurdejong.org
or use Github.

The Trac instance that was previously available has been dismantled and
links to the Git repository have been put in place where possible. A
few documentation bits that were in the Trac wiki have been included in
the online documentation.
