release 1.9 of python-stdnum

Release 1.9 of python-stdnum has been made available.

This release includes a number of new number formats (Austrian postal
code, Austrian tax identification number, German company register
number,Steuernummer, German tax number, Financial Instrument Global
Identifier and Belgian and Montenegro IBAN checks). This release also
includes fixes for when using PySimpleSOAP, a configurable SOAP request
timeout and a number of other fixes and improvements.
