release 1.10 of python-stdnum

Release 1.10 of python-stdnum has been made available.

This release includes a number of new number formats (Bitcoin address,
Structured Creditor Reference, Mauritian national identifier, Norwegian
bank account number and IBAN) as well as improvements to a number of
formats (Mexican tax number, Spanish CIF and NIF, Dominican Republic
NCF, IBAN) and a number of other improvements.
