release 1.13 of python-stdnum

Release 1.13 of python-stdnum has been made available.

This release includes a few new number formats (Swiss payment slips and
South African Identity Document number) but mostly includes fixes for
the Italian Codice Fiscale, the Dutch btw-identificatienummer, the
Argentinian CUIT and the ISIN.
