If someone can propose a good way to specify this in the configuration
file, I could probably implement something that randomises the first
server that is tried. That should solve most of the issues.
More ideal would be to support a scheme such as used for the DNS SRV
resource records (priority and weight) but that would probably make the
implementation needlessly complex (the fail-over and back-off mechanism
is already pretty complex).
